TÜBİTAK 2232 Programs
Within the scope of the programme, qualified researchers who are distinguished by their high-level scientific and/or technological work in their fields and who have research experience abroad are encouraged to come to Türkiye in order to contribute to projects to be carried out in areas of strategic importance for our country. These researchers are supported in conducting their work at Türkiye's leading universities, industrial establishments or public research centres. We would be pleased to see researchers who have conducted successful studies abroad in our R&D projects of critical importance for our country. Each researcher applying to BİLGEM under the TÜBİTAK 2232 Program will be assigned a mentor, who is an expert in his/her field, to answer their possible questions and guide them through the project writing process. The mentor will support the preparation of your project in line with both TÜBİTAK 2232 program objectives and BİLGEM's priorities.
Since the project submitted to TÜBİTAK will be directly related to both your field of expertise and BİLGEM's mission and fields of study, this project will not be a side project, but a part of your main task carried out in our organization.
Young Researcher
Researchers who have completed their PhD studies within the last four years and have at least one year of postdoctoral research experience abroad before the age of 40, or researchers who have completed their undergraduate studies and have a total of four years of full-time research experience—including at least one year of work experience in the private sector abroad—before the age of 40, are considered within this scope.
Lead Researcher
Researchers who, after completing their PhD, have worked full-time abroad for at least three years at a university or public research center as a faculty member or team leader, or have conducted independent academic research, or researchers who have completed their undergraduate studies and have a total of six years of full-time research experience—including at least three years of work experience in the private sector abroad—are considered within this scope.

About BİLGEM
As Türkiye's largest R&D center, BİLGEM carries out technological R&D studies that ensure the security, integrity, secure transmission and storage of military and civilian information in order to ensure our country's technological independence in the field of information security and informatics. With more than 50 years of knowledge and experience and more than 2,000 human resources, our Center conducts scientific and technological research at international standards.
The main activities of BİLGEM are Research and Development, Test and Evaluation, Prototype Production and Training. The Center has six institutes and many laboratories that have carried out hundreds of successful projects in the fields of advanced electronics, information technologies, cryptology, cyber security, software technologies, information security, electronic warfare and telecommunications.
With the technologies it develops, the solutions it offers to universities, the military, the public and the private sector, the infrastructure that enables these studies, and the many national and international successes it has achieved, TÜBİTAK BİLGEM aims to be the R&D center that shapes the future by making our country a reference point and to guide the science and technology of the future.

National Electronics and Cryptology Research Institute
The National Research Institute of Electronics and Cryptology (UEKAE) is an R&D organization that develops information security and electronic system projects needed by strategic public institutions in Türkiye, while making significant contributions to Türkiye's information security know-how.
Institute of Information Technologies
The Institute of Information Technologies (BTE) conducts applied research and produces projects in the field of information and communication within BİLGEM. Since its establishment, BTE has carried out numerous projects in coordination with the public and private sectors, universities and research institutes, and has accumulated significant knowledge in its fields of activity.
Advanced Technologies Research Institute
The Advanced Technologies Research Institute (İLTAREN) conducts research in the field of Electronic Warfare (EW) at the Ankara campus of the Joint Electronic Warfare Support Command (MEHDESKOM) Barracks within the body of the Informatics and Information Security Advanced Technologies Research Center (BİLGEM).
Cyber Security Institute
The Cyber Security Institute (CSI) first started its activities in 1997 under TÜBİTAK National Research Institute of Electronics and Cryptology (UEKAE) under the name of Information Systems Security (ISS) Unit. Since its establishment, the SSI has been working to increase the national cyber security capacity.
Software Technologies Research Institute
Software Technologies Research Institute (YTE) is a TÜBİTAK BİLGEM Institute that carries out R&D activities in the field of software technologies needed by our country and provides software development, digital transformation, software quality monitoring and consultancy services.
Artificial Intelligence Institute
The Artificial Intelligence Institute (AII) is to play a catalytic and complementary role in the creation of pioneering, inclusive and sustainable solutions, technologies and products that respond to the needs of our country and global trends, and in the creation of an expert workforce.

Yes. You can benefit from the programs if you meet the other application requirements.
Yes, you can apply. However, you must not have been in Türkiye for more than 1 year in the last 3 years as of the opening day of the call and you must not be working in Türkiye as of the opening day of the call.
Applications are evaluated within approximately 3-9 months from the deadline. The results are announced at ebideb.tubitak.gov.tr/ .
Yes. In order to maintain our organization's cooperation with universities and to increase academic contribution, our full-time researchers with doctorate degrees are encouraged to give lectures at universities.
Yes. After your project is accepted, your transition process to the institution will be initiated. The program is planned as a transition and adaptation period upon returning home, and our researchers are supported to adapt to the BİLGEM team as soon as possible.
No. There is no obligation to repay the support in cash or services after the completion of the program.
Our organization prioritizes the career development and personal advancement of its employees.
In this context:
- Permission support is provided during the course and thesis stages of master's and doctoral studies.
- Face-to-face training programs are organized to increase social and technical competencies.
- Free access to globally recognized online education platforms.
- Continuing education, publication subscriptions, domestic/overseas training and conference attendance are supported.
BILGEM's institutes in Ankara are served by shuttle services from Ankara, while Gebze Campus is served by shuttle services from different parts of Istanbul and Kocaeli districts.
In addition, after-hours shuttle service and regular ring services are provided to public transportation lines such as Metro and Marmaray.
BİLGEM operates in TÜBİTAK Gebze Campus and Ankara.
- Ankara units: The Advanced Technologies Research Institute (İLTAREN) continues its activities in İlhan Tan Barracks, while the Software Technologies Institute (YTE) continues its activities in Çankaya.
- Gebze Campus: It is one of the largest campuses in the Marmara Region and is located in a green and forested area.
